Viceroy acknowledges that he sent 600 troops into leased territory purpressive order, yet he refused to hand over district and we found country occupied by hostile bodies in military array fully armed. Our party sent to Jai: po. hu on 15th in preparatory to ceremony fired upon by such forces no more than regularly intrenched and in position. Hay captured contained following inscription "Fighter Train band sanctified by the government of Taikai village". Such preparations as we have found could not have been made without the knowledge of the local officials. I have satisfactorily arranged customs matter locally.
